Strategic Planning: Define and establish project planning processes within the cidb · Leads the development of strategic plans each year and planning updates throughout the year · Manage the timing of inputs/outputs that drive strategic project prioritization · Works collaboratively with cidb leadership to develop, document, and coordinate long-range project plans.
Project planning: Recommend solutions and approached based on understanding of business issues · Manage project initiation and scope definition · Provide project management (time, cost, quality, control & fit for purpose) services for all projects ranging from business as usual change to substantive strategic projects · Ensure that defined project management methodologies, tools and templates are applied and used effectively.
Project Monitoring and Evaluation: Lead monitoring and evaluation system and process development, creating a framework and procedures for monitoring and evaluating projects within the cidb · Communicate the monitoring and evaluation system, processes and framework to all the business units · Supervise the implementation of and adherence to monitoring and evaluation principles and practices in the cidb projects · Assess project gaps within the different business units and report on corrective actions needed.
Risk and Financial Management: ·Identify and manage risks in projects · Ensure timely budgeting, monitoring, variance analysis and reporting · Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts · Weigh up financial implications of project propositions and align expenditure to cash flow projections.
EDUCATION
Degree Commerce or Public Management and Administration or Business Management or Monitoring and Evaluation NQF 7.
EXPERIENCE
A minimum of 5 years’ experience in Strategic planning, monitoring and evaluation practices, 2 years at managerial level. Knowledge of Modern systems of governance and administration. Knowledge of latest advances in public management theory and practice
